Intel 7th Gen Intel Core Desktop Processor i7-7700K (BX80677I77700K)

Pls send help! Do I need to send my processor/motherboard back to amazon and ask for new ones? At this point it seems my processor is just taking an abnormal amount of processing power to process even easy tasks, like Opera running an Intel help page which is taking up roughly 5% of total CPU utilization even right now! There is no bloat ware running (to my knowledge) Malwarebytes is turning up 0 hits for malware etc. In addition Windows, Asus, and Intel are all indicating that my drives are up to date (Including BIOS) and that everything should be peachy keen. My Old Mobo/Processor combination (x-99 Deluxe 2011-v3 with a i7-5820k Haswell-E 6-Core 3.3Ghz) did not have such problems with heat (Rarely going above 40C even during high-load) even when I did similar things (Rainbow Six) and more (OBS recording/streaming, Youtube music, Discord, etc). Even the CPU Idle temperatures are running a little high (30C at the time of writing this with only this(Opera) and HWMonitor running.) And thats with the Corsair H100I Liquid cooling rad running properly on it too. For example: Tom Clancy's: Rainbow Six Siege has been taking up 70-80% of my CPU processing power whenever I run it, and even then the game still feels a little choppy.

Since Installation my CPU has been running seemingly high CPU Utilization for every process comparatively. I bought the Intel 7th Gen Intel Core Desktop Processor i7-7700K (BX80677I77700K) as well as the ASUS ROG Maximus IX Hero LGA1151 DDR4 DP HDMI M.2 USB 3.1 ATX Motherboard from amazon with an EVGA GForce 980. I have been trying to troubleshoot this all on my own but have come to my wits end.
